PRESIDENT'S MESSAGE Welcome, 2023! The Springbank Community Association is excited to start a new year in our great community! January can be a time of reflection and resolutions. The SCA Board wants to make sure we know community priorities. What role do you want us to have in the community? Is there a community initiative you would like us to spearhead? Let us know your thoughts by replying to this email or sending comments to president@springbankcommunity.com. This newsletter is a priority for us as a Board as a way to connect the community and be another form of communication about Springbank activities. We also want to use it as a way to celebrate our community, present and past. Is there anything else you would like to see in our newsletter? Please reply to this email with any suggestions. As always, see local and provincial government updates in our community. School is back in and registration dates are coming up. Changemaker School is offering public workshops that may interest you. Our school trustee report also is as informative as ever. We also wish our high school seniors in the community good luck on their Diploma exams! Finally, we encourage you to take the time to do the Social Needs assessment survey from Rocky View County. You received a card in the mail with a QR code which takes you to the survey which will guide County budgetary decisions. Make sure Springbank views are represented. Clarence Buckley On December 14 at the Springbank Heritage Club Christmas party, we were thrilled to induct long-time SCA volunteer Clarence Buckley as a life member of the Community Association. A stunning photo of Clarence’s property was presented to him and his wife, Evelyn. Thanks so much to Board Member, Terry Dowsett, for coordinating this gift and John Dowsett for his photography. Snow Rollers On Christmas Eve, we were lucky to see the rare snow rollers across central Springbank. This is a rare weather phenomenon that made for great Christmas day conversation! Old timers in Springbank also call them ‘snow bunnies’.

Fire Update West Rocky View is not under any fire ban or advisory at this moment - for more information Council Resolution Tracker Read council’s resolution tracker Of note: - RR40 Pathway Connection: Administration was directed at the September 27, 2022 Council meeting to explore and advocate for the construction of a north-south pathway connection along Range Road 40 for recreational opportunities in the SR-1 area.
- Update: Administration shall prepare a report on any outcomes or further considerations resulting from collaborative efforts with the Province on pathway connections along Range Road 40, and shall present the report for Council’s consideration no later than February 2023
- Review of the Special Events Process
- Update: Special Events Bylaw be referred to a Council workshop in early 2023
- Leasing of Undeveloped Road Allowance Rights-of Way
- Updates: Council approved Road Licensing Bylaw C-8316-2022 to clearly define responsibility regarding licencing of undeveloped road allowances, and provide for the issuance of Licences of Occupation for the temporary occupation or use of undeveloped County roads. The current Road Licensing Policy C-433 will be rescinded.
Bylaw Review The land use bylaw is undergoing review by the County with a focus on the following land uses having to do with home based businesses: - Special, Future Urban Development (S-FUD) District
- Business Live-Work (B-LWK) District
- Special Function Business (SFB): The controversial new category that included wedding & event venues has been removed from the latest draft..
Administration prepared a report explaining the need for the changes, which was presented to Council on Jan 10, 2023. Read the report. Review Redlined Land Use Bylaw Review Redlined County Plan Status: Council directed Administration to schedule a workshop prior to bringing recommendations to the Governance Committee for Council to provide Land Use Bylaw C-8357-2023 and County Plan C-8356-2023 no later than end of June 2023. Approved Treatment Centre in Commercial Court On December 2, Opus and Edgewood were back at the Subdivision and Development Appeal Board (SDAB). The SDAB rejected Opus’ appeal and so the original decision for a 3-year permit from August 2022 stands. We do not have any updates regarding the building permit. Dog Licenses Beginning January 2023, dog licence fees will be reimplemented by the County. All dogs over three months of age and living in Rocky View County must be licensed. Although licences do not expire, they do renew on an annual basis. Licensing your dog and keeping your contact information up to date helps us reunite you with your dog in the event it becomes lost and is found by someone else. You can update your phone number, email address, municipal or mailing address, or dog ownership status at any time, by email: dogs@rockyview.ca or call: 403-230-1401. To request a dog licence, complete and return a dog licence application form (PDF) to the County. Bingham Crossing No updates this month. Community Centre We expect a report to go to Council early this year with recommendations on the Springbank Community Centre. Highway 8 Corridor No updates. SR1 The recommendations put forward by the Joint Land Use Committee have been voted on by the participating groups. A report is nearly complete and it will go to the government in Q1 2023. Construction is ongoing at the site. We recognize that the 101st closure, combined with Highway 22 construction is challenging for residents. Hang in there! Bow River Dam Update from AEP: Thank you for your continued interest in the Bow River Reservoir Options initiative. We’ve had a few changes on the project. This past September, our consultant for the feasibility study, Wood Environment & Infrastructure Solutions Canada Limited, was acquired by WSP Global Inc., and is now operating in Canada as WSP E&I Canada Limited and, as you may already be aware, Alberta Environment and Parks is now Alberta Environment and Protected Areas. As part of our commitment to provide regular updates on the initiative, we would like to share with you our progress on the feasibility study. Our study team continues to review all comments received from Indigenous groups, stakeholders and the public. These comments will be used to inform our feasibility study and are important to us. We are also actively engaged in responding to inquiries from you. Springbank High School Welcome 2023! Springbank Community High School is looking at wrapping up semester 1 with only two more weeks of classes to go! Students and staff returned on January 9 and the last of classes is January 18. Then students are on an exam break/re-do period until classes resume on the 30 for the start of semester 2. However, for grade 12 students this means diplomas are quickly approaching. This semester, diplomas are weighted at 20% of a student’s final grade. Also for grade 12 students, early applications for post-secondaries are mostly closed and students are looking forward to hearing back about those as well as applying for standard application. Finally, the Springbank Robotics team is hosting a bottle drive in the high school parking lot on January 14 from 10:00am - 2:00pm with funds raised to towards new parts and electronics for the team. Happy New Year! Wishing you a happy, healthy, and productive 2023. The Rocky View Board of Trustees is pleased to announce the completion of its Strategic Plan, setting forth the learning vision for the next four years. This culminates extensive consultation with parents, students, staff, and the broader community. The plan focuses on four key areas: - Improving student learning
- Strengthening our workforce
- Bolstering our workforce
- Connecting with community
For further information and greater detail. Rocky View School Division is experiencing a space crisis. For the past 5 years, the Board has been advocating the need for schools and portables for students. Populations in Cochrane, Airdrie, Chestermere over the past 20 years have grown between 187 and 425 percent. School builds have not kept pace. MLAs in our school division have written letters to the Ministries of Finance, Infrastructure and Education in support of our urgent need. The Board is asking parents to add their voices. More information can be found on the Rocky View School Division website. Alberta Education has a taskforce whose mandate is to provide direction for the enhancement of Career and Technology studies. The report deadline was December 31, 2022. The government of Canada has introduced Bill C-35 which builds upon the vision and principles of the federal/provincial/territorial Multilateral Early Learning and Child Care Framework, as well as the Indigenous Early Learning and Child Care Framework that was co‑developed and endorsed by Indigenous leadership and the Government of Canada. If passed, the bill would respect provincial and territorial jurisdiction and Indigenous rights, including the right to self‑determination. Read more details. School Boards across the province have shared concerns around recruitment and retention of educational assistants. The Alberta government has announced changes for the ECE level. The legislation includes: - Expanding the paid hours eligible for wage top-ups for front-line certified ECEs. This improvement made all paid hours eligible for the existing wage top-ups, including indirect time and employer-paid vacation.
- Doubling the enrolment capacity for the free Level 1 childcare orientation course, and making the course available to any Albertan, regardless of currently working in a childcare program.
Students currently enrolled in kindergarten 2022 will graduate in 2035. The speed and scope of technological change will impact the world of work they will be entering. Our provincial department of Education and our Board work to imagine that work and provide students will the necessary skills, attitudes and processes needed to navigate in that space. I am attaching some links that give pause for consideration about that future. I would be interested in hearing your views. Springbank Curling Club The heart of the curling season is well underway with more than halfway through league games! There are still chances for you to get out and play if you want to get in some curling this winter. They are open for registrations for the Springbank Mixed Winespiel, which runs on March 17-19. It is a fun bonspiel, open to all skill levels and all prizes are wine – there will be lots to give away! A banquet and breakfast will be included with your registration fees. This is a mixed bonspiel, and all teams must have two women and two men. If you have any questions or wish to submit a registration, send an email. Drop-in Curling is available - three more Saturday nights this season: January 21, February 11, and March 11 at 7:00pm. This is an opportunity to try out the sport, play a regular game or try Mixed Pairs curling and you don’t have to be a member of the curling club to participate; sign up here. Arthur Thompson A photograph of the Buckley farm was presented to Clarence and Evelyn Buckley to honour their service to the community. This farm was originally homesteaded by the Thompsons. Arthur Thompson was born in 1872 at Haldimand County in Ontario. In 1896 his parents took up a homestead in Springbank, Alberta.. Their home was built of logs hauled from the Jumping Pound District, 16 miles west of Springbank. They did mixed farming with the aid of sturdy horses. They also milked cows and sold cream. (…) While living on the homestead, Arthur served his community in various capacities. In 1903 the School Board elected him Secretary and Assessor. In 1909 he became Treasurer, Assessor and Collector. He served faithfully for 15 years, resigning in 1924. He was Secretary of the Municipality for 25 years. (…) Arthur and his mother retired to Calgary in 1928 and lived there for 33 years. Arthur passed away in 1961 at the age of 89. (…) The Thompson place is now owned by Mr. and Mrs. Jack Buckley of Springbank. Chaps and Chinooks, Vol. 1, p. 307 [note: Jack Buckley, Clarence’s father, purchased the Thompson place in April, 1931.]
